Vai trò hỗ trợ của chính phủ đến sự đổi mới sáng tạo của các doanh nghiệp nhỏ và vừa ở Việt Nam

Sử dụng số liệu điều tra các điều tra của các doanh nghiệp nhỏ và vừa (DNNVV) của các năm 2011, 2013 và 2015 với số lượng khoảng hơn 3.000 doanh nghiệp mỗi năm và phương pháp ước lượng mô hình hiệu ứng cố định, bài viết đánh giá ảnh hưởng của các chương trình hỗ trợ của Chính phủ đến mức độ đổi mới sáng tạo (ĐMST) của các DNNVV ở Việt Nam. Kết quả phân tích của bài viết cho thấy các chương trình hỗ trợ chung của Chính phủ có ảnh hưởng tích cực đến nâng cao hoạt động ĐMST của DNNVV. Trong số hai nhóm chương trình hỗ trợ chính bao gồm hỗ trợ tài chính và hỗ trợ kỹ thuật của Chính phủ thì chỉ có chương trình hỗ trợ kỹ thuật có ảnh hưởng tích cực đến cải thiện hoạt động ĐMST của DNNVV.
