Các yếu tố thành công chủ yếu của dự án hợp tác công - tư (PPP): Nghiên cứu thực nghiệm tại tỉnh Đồng Nai

Nghiên cứu này nhằm mục đích xác định các yếu tố quan trọng nhất quyết định đến sự thành công của mô hình dự án hợp tác công - tư tại (Public-Private Partnership – PPP) tỉnh Đồng Nai. Tổng cộng có 208 phiếu khảo sát hợp lệ được thu thập từ những người công tác trong lĩnh vực liên quan đến dự án PPP ở cả khu vực công lẫn khu vực tư. Sau khi phân tích nhân tố khám phá (EFA), đã xác định được bảy yếu tố quan trọng nhất dẫn đến sự thành công của dự án hợp tác công - tư là: (1) tập trung lãnh đạo, (2) phân bổ rủi ro và chính sách kinh tế, (3) phản hồi từ các dự án, (4) các yếu tố kinh tế - xã hội thuận lợi, (5) quản trị và hỗ trợ chính trị tốt, (6) thời hạn xây dựng ngắn, và (7) cung cấp các dịch vụ công cần thiết. Nghiên cứu này cho thấy các dự án sử dụng phương thức hợp tác công - tư có thể hiệu quả hơn nếu khu vực công và khu vực tư chú ý nhiều hơn đến các yếu tố này trong quá trình thực hiện.
