Đo lường mức lương đủ sống tối thiểu cấp tỉnh: Phương pháp Anker hiệu chỉnh sử dụng số liệu khảo sát hộ gia đình Việt Nam

Tại Việt Nam, mức lương tối thiểu vẫn còn thấp dù giá cả hàng hóa ngày càng tăng cao cùng với lạm phát và các cú sốc kinh tế. Tuy nhiên, các tài liệu hiện có phần lớn đã bỏ qua việc phân tích thực nghiệm về mức lương đủ sống tối thiểu. Nghiên cứu này sử dụng bộ dữ liệu Khảo sát mức sống dân cư Việt Nam năm 2022 (VHLSS 2022) với 9.392 hộ gia đình để đề xuất một phương pháp tính mức lương đủ sống tối thiểu đáp ứng nhu cầu của một gia đình tiêu chuẩn ở cấp tỉnh. Nghiên cứu xây dựng một phương pháp hiệu chỉnh phù hợp với bối cảnh Việt Nam dựa trên phương pháp GWLC (phương pháp Anker). Kết quả nghiên cứu xác nhận rằng: (1) Có sự chênh lệch lớn giữa mức lương đủ sống tối thiểu giữa các tỉnh/thành phố, cao nhất ở Hà Nội là 18,880 triệu đồng/hộ và thấp nhất ở Lai Châu là 8,368 triệu đồng/hộ; (2) Mức lương tối thiểu được quy định thấp hơn rất nhiều so với mức lương đủ sống ở hầu hết cấp tỉnh, cụ thể thấp hơn khoảng 37,987% ở TP.HCM và 36,277% ở Hà Nội so với mức lương đủ sống tối thiểu.
