Bất định chính sách kinh tế Việt Nam và đầu tư doanh nghiệp

Trong bối cảnh nền kinh tế toàn cầu và môi trường chính sách trong nước nhiều biến động, nghiên cứu này phân tích tác động của bất định chính sách kinh tế đến đầu tư tài sản cố định của doanh nghiệp. Nghiên cứu sử dụng bộ chỉ số bất định chính sách kinh tế do Hoang và cộng sự (2025) xây dựng riêng cho Việt Nam bao gồm bất định chính sách tiền tệ, bất định chính sách tài khóa và bất định chính sách thương mại, kết hợp với dữ liệu tài chính của 1.373 doanh nghiệp Việt Nam giai đoạn 2016–2023. Kết quả cho thấy bất định chính sách kinh tế có tác động tiêu cực rõ rệt đến đầu tư doanh nghiệp, đặc biệt là từ bất định chính sách tiền tệ và tài khóa. Tác động này vẫn duy trì ngay cả với các doanh nghiệp hoạt động hiệu quả. Ngoài ra, cấu trúc sở hữu doanh nghiệp đóng vai trò điều tiết quan trọng: doanh nghiệp tư nhân phản ứng mạnh hơn trong khi doanh nghiệp nhà nước ít nhạy hơn với sự thay đổi trong bất định chính sách kinh tế, doanh nghiệp nước ngoài không có phản ứng rõ rệt. Các phát hiện mang lại hàm ý chính sách quan trọng cho Nhà nước, nhà đầu tư và khu vực doanh nghiệp trong việc ứng phó với rủi ro vĩ mô.
