Tác động của phân cấp tài khóa đến tăng trưởng kinh tế địa phương ở Việt Nam

Nghiên cứu nhằm kiểm định mối quan hệ tác động của quá trình phân cấp tài khóa đến tăng trưởng kinh tế các địa phương ở Việt Nam, từ 2005 - 2016. Dựa trên dữ liệu bảng 62 địa phương, sử dụng phương pháp kiểm định FGLS để giải quyết mục tiêu đề ra. Nội dung nghiên cứu xác định tác động phân cấp chi hay trong thu có đến tăng trưởng kinh tế các địa phương ở Việt Nam. Kết quả thực nghiệm cho thấy, phân cấp thu và phân cấp chi ngân sách đều có tác động tích cực đến tăng trưởng kinh tế địa phương. Đồng thời, bài nghiên cứu cũng tìm thấy ảnh hưởng phi tuyến trong phân cấp chi đến tăng trưởng kinh tế khi không kiểm soát tốt gây ra tiêu cực, lãng phí. Qua đó, nghiên cứu đề xuất các khuyến nghị về cơ chế chính sách nhằm điều chỉnh tiến trình phân cấp tài khóa để duy trì tác động tích cực tăng trưởng kinh tế bền vững trong thời gian tới.
