Bảo đảm chất lượng giáo dục đại học: Khái niệm, sự phát triển và bài học kinh nghiệm cho Việt Nam

Bài viết phân tích toàn diện về công tác bảo đảm chất lượng giáo dục đại học Việt Nam trong tiến trình hội nhập và quốc tế hóa. Từ khi tham gia Mạng lưới các trường đại học Đông Nam Á (ASEAN University Network ‒ AUN), bảo đảm chất lượng đã trở thành yêu cầu pháp lý và chiến lược phát triển của các cơ sở giáo dục. Bài viết tổng quan các khái niệm về bảo đảm chất lượng giáo dục đại học, bối cảnh quốc tế hóa giáo dục đại học, sự phát triển của các chuẩn bảo đảm chất lượng theo xu hướng quốc tế hóa giáo dục đại học và đào tạo xuyên biên giới từ các tổ chức OECD, ESG 2015, IQR 2023, ISG 2025, AQAF (ASEAN), ASG-QA (châu Phi), ARCU-SUR (Mỹ La tinh), TEQSA (Úc) và CHEA (Hoa Kỳ). Cuối cùng, bài viết tổng hợp, rút ra bài học kinh nghiệm và đề xuất chiến lược phát triển cho giáo dục đại học Việt Nam. Kết quả đối chiếu các mô hình bảo đảm chất lượng quốc tế cho thấy hệ thống giáo dục đại học Việt Nam cần nâng cao năng lực quốc tế hóa, xây dựng hệ thống bảo đảm chất lượng đồng bộ, thúc đẩy hợp tác toàn cầu và phát triển chiến lược giáo dục đại học hướng tới chuẩn mực quốc tế, nhằm tăng cường năng lực cạnh tranh và hội nhập
sâu rộng.
