While universities have concentrated on advancing sustainability within their institutional boundaries, this study proposes the UniverCity Innovation Hub framework to reconceptualize the university as an ecosystem orchestrator and a co-creator of urban, regional, and societal development. Adopting a qualitative research design that combines conceptual synthesis with a case study of the University of Economics Ho Chi Minh City (UEH), the study integrates the Quintuple Helix, value co-creation, and innovation flywheel perspectives to develop a strategic and operational framework for the fourth-generation university (University 4.0). The analysis of UEH's strategic transformation roadmap for the period 2026–2045 demonstrates an evolutionary shift from an inward-oriented multidisciplinary sustainable university toward an outward-oriented university for cities, regions, and society, with the primary objective of generating tangible societal impact. This study proposes a novel framework for university ecosystem governance and provides important governance implications for higher education institutions in developing economies in their efforts to connect global knowledge with local development challenges.
