Thị trường carbon là công cụ chính sách chủ yếu giúp Việt Nam đạt được cam kết giảm phát thải khí nhà kính theo Đóng góp do Quốc gia tự quyết định (Nationally Determined Contribution ‒ NDC) và mục tiêu trung hòa carbon vào năm 2050. Tuy nhiên, các văn bản pháp lý và quản lý nhà nước về thị trường carbon chỉ đề cập đến cơ cấu thị trường carbon chung, chưa xác định được hướng tiếp cận đặt nền tảng xây dựng một thị trường hiệu quả và bền vững. Nghiên cứu này đề xuất chủ quyền carbon là hướng tiếp cận chủ đạo để xây dựng thị trường carbon nhằm tối ưu hóa cơ hội kinh tế từ các giao dịch carbon, bảo vệ lợi ích quốc gia trong các đàm phán quốc tế, và góp phần thực hiện các mục tiêu phát triển bền vững trong dài hạn. Nghiên cứu khảo lược nền tảng lý thuyết chủ quyền carbon và thảo luận các định hướng ứng dụng tại Việt Nam. Các nền tảng chính của tiếp cận chủ quyền carbon là thị trường hạn ngạch carbon bắt buộc, thị trường tín chỉ carbon tự nguyện có kiểm soát, số hóa hệ thống đăng ký quốc gia và số hóa tín chỉ carbon.
